when they say that something is 0.17% copper...
it tells you that something has 0.17 grams of copper in 100 grams of the mix. (they could have said it was 1.7 parts per thousand, or 1700 ppmillion... same ratio)

if they are saying that something is 398 ppm molybdenum...
it tells you that something has 398 grams of molybdenum in 1 million grams of the mix. (they could have said it was 0.0398 % molybdenum, it comes out the same abundance)
